- Senegal is now a producer and exporter of oil and gas; it aims to greatly strengthen its industrial fabric across sectors such as steel, agro-industry, phosphate, automotive, etc.; agriculture, livestock, and fishing are at the heart of an ambitious food sovereignty plan, and the fourth act of decentralization currently being implemented should align with an economic development focused on the potential of territorial poles.
- These ambitions must necessarily rhyme with a more attractive investment framework that also meets the country's economic sovereignty objectives. It is in this perspective that the Investment Code and the General Tax Code were revised in September 2025, pending the reform of the Mining Code.
- This also fits into the diversification of international partnerships capable of attracting foreign direct investments that can support this momentum, within the framework of the National Development Strategy 2025-2029 and the Senegal Vision 2050.
- However, this approach strengthens both the multiplication of bilateral and multilateral actors as well as the stakes and competitiveness in this West African country. Today, Senegal has further "decentralized" its approach to international relations and is strengthening its relationships with countries capable of supporting Senegalese ambitions, in a win-win cooperation that respects the sovereignty of the state.
